Senate tackles elections, immigration reform

The Socialists introduced 11 Vendemaire (3 October) two major bills -- one on immigration and a population census, the other about elections and political parties. The Senate is debating both bills, with voting taking place this week.

When asked about the large number of amendments to the election bill, Senate President Felipe Olivera said, "I don't think this high number is because the project is too imperfect or even bad. I believe, however, it's the one which activated in senators their willingness to improve the law, completing and optimizing, at most."

 

PM Carnevale, Greens address bills, answer charges

In a statement on the Election and Immigration Bills, Sen. Marcelle Carnevale, speaking for the Green Party, explained the Prime Minister’s veto of Article 4 and Paragraph 1 of the Constitution:

"We are communicating that, so that the Senators of PSPC don't make lying declarations on Partido Verde and the Prime Minister, that he just used his veto power because the President of the Senate didn't allow enough time for a more illustrious debate. We only voted in favor [of the Constitution], because we wanted a Constitution. Even so, that Project didn't have Green amendments."

She continued with an attack on Senate President Felipe Olivera:

I want to also register the protest of Partido Verde to the President of the Senate, for having offended our House and for not having had dignity, nor enough courage to change his position. We want to say that are embarrassed in having [Sen. Olivera] as President of the Senate."

In a statement issued last week, Prime Minister Fabiano Carnevale clarified points that had been used in recent attacks against him by the Socialist and Communist Senators:

Commenting on the dismissal of the Duke of Aguiar as Chancellor, Prime Minister Carnevale wrote:

Mr. Aguiar spoke badly about the attitude of the President of the Senate, now he is the friend no. 1 of the President of the Senate, [showing] that Aguiar is not reliable). I can only consider the attitudes of Mr. Aguiar a revenge for the fact of having been dismissed of its position. At that time of the crisis, in what the nomination of a Prime Minister was difficult, did Mr. Aguiar call my house and proposed for me a BLOW against the Senate, I denied and he now calls my actions unconstitutional. (Will it be that he counted that for PSPC???). -> I thank all the people that criticize me, for you help to legitimate Partido Green victory in the last elections and [strengthen] the exercise of the democracy.

He also announced several initiatives of his Administration, including formation of a team for creating the Economic System, the census of the population to be made by the Department of Immigration, and the construction of the National Museum of Arts. Congratulating the API on its work, Sr. Carnevale stressed that he would "continue to work for the integration among the citizens and for the popularization of the Culture in the Kingdom of Porto Claro."

Clarifying several other questions, the PM noted that the Gazetá Réal is of responsibility of the Senate, not of the Prime Minister, that the soccer championship was a collective effort of many people, not just the Green Party, for the establishment of a sports system in Porto Claro, and that while he favored national unity, he believed one month was too little time to set up Senate elections by districts.

 

Communists explain dissolution of coalition

 

In a statement issued last Cinquédi (Thursday), party activist Daniel Girardet explained the reasoning behind the Communists leaving the majority coalition with the Green Party.

"I always left clear that PCPC would not accept the politics of the " it takes he/she there-gives here " and that Sr. Fabiano Carnevale can check. That doesn't mean non participation in the government, [so much that Mlle. Kaprinsky is part of his party. If I went authoritarian, it could have been with the ministry for me. It is once again contradicting what said, when of the end of the alliance with PV, I consulted ALL the members of the party at that time, that were 3, I, [Mlle. Kaprinsky], and Sr. Gustavo Fuchs. Mr. Fuchs agreed, as well as Mlle. Kaprinsky], in several messages to me.
"I think to try to place me as somebody authoritarian is very unjust, besides because when I left Porto Claro I passed the leadership of Party for Mlle. Kaprinsky, that I always considered inside an example of active member of the party. I find strange that she is now accusing me. That leaves me very sad, and unbeliever with relationship to the politicians of that country.
"The end of the alliance with PV was a decision of the party, 100%, and that I took it, I went very cautious as that, and if opposition had existed, with certainty we would hear what they would say, and it would respect the party yes. I am republican, and I never used the name of the party to defend the republican cause, respecting monarchist that there was in it. But on the contrary Mlle. Kaprinski, is not embarrassed that we did leave. I think the party did what it should do, it was not a mere satellite of PV, it showed that had own ideas. I am not sorry than we did. I think one should not be afraid of the government, even if alliance is had with it. I fought yes, for the party not to lose its identity before the government, and that, I think got to demonstrate while I was in PCPC. "

 

Duke of Aguiar urges removal of PM

 

The following statement was made Cinquédi 17 Vendémaire by the Duke of Aguiar:

THE NEED TO OVERTHROW CARNEVALE.

The government of the Prime Minister gave clear signs of political, as well as administrative, incompetency. It set up a politics of no-discussion, of estrangement of the people from the national issues, taking decissions without any transparency and without any kind of previous consultation with its coalition party, the PCPC.
This government has distinguished itself with a variety of facts that did not coincide with the initial proposals of the Green Party. The PCPC, bitterly, felt betrayed, when it was kept away from the national decissions by an obnubilated and inconsequent despot. As our comrade of the PSPC , Ramon Llatzer, says, "for Carnevale, governing is taking decissions by himself". Such a thing should not ever happen. 
The PCPC was elected to represent its people. If it does not attain its purpose, it is because there is an obstacle, a hard stone on its way. In order to achieve our mission and to guarantee, as well as we can, a just Government to the Portoclarian people, we feel the need to break with the burden of Carnevale and join the ones who offer better and more dignified proposals. We must get free from a bog-green reptile and set off for a sincere and mixed coalition. It is not what we had envisaged, but we have been forced to do so. Being what it is, we, with a bitter taste in our mouth, reluctantly, leave the Green Party and position ourselves, side by side with all the other parties. With the hope that PC will evolve openly and democratically, in the best meaning of the word.
 

Duke of Aguiar "virtually marries" Maria Eduarda Costa

One of the more peculiar practices of the Portoclarian nobility is that of "virtual marriage". The practice was useful in maintaining the hereditary succession of the House of Coimbra-Mesquita, and is still practiced today by the younger nobility, where it ensures a succession, yet is roughly the equivalent of "going steady". With this in mind, we report the joyful news from the capital that the Duke of Aguiar was joined in virtual marriage to Maria Eduarda Costa, best known as the leading light of our Translation Cooperative and major cultural figure, on Le Sabat, le 12 Vendemaire de l'an VI.

 

Correction

In Nº 2 of Le Bien Public, we reported incorrectly that André Pfeiffer was the head of the MRP (Movement for a Portoclarian Republic). The leader of the republican movement is Rafael Braga. Our apology to both gentlemen for the error.

Royal Bank of Canada recognizes Nikhedonia

In a bold move, the Royal Bank of Canada has recognized the existence of Nikhedonia. This is the account from official Nikhedonian sources:

It all began when a new citizen from Great Britain mailed us a cheque worth 10 Nikhedonian iseks to cover his citizenship fee. The $5 Canadian cheque, payable to the Nikhedonian Ministry of Immigration, was initially returned after having been deposited in His Supernal Majesty's bank account. However, on 17 Vendemaire, His Supernal Majesty, during a break in classes, went to the bank to get the matter resolved. After some initial confusion as to the person to whom the matter was to be addressed, he produced documents to show that he was in fact the Minister of Immigration and that the cheque should be payable to him. After some further negotiations, the bank supervisor authorized the cheque and it was deposited with no further problems.

King Matthew I noted that this is the first instance in which Nikhedonia's existence has been challenged by a representative of a macronational institution. Since Nikhedonia's existence has been proven to the bank's satisfaction, this may serve as an important legal precedent in further matters should they arise.

 

 

New citizen feels like a "blind man at a shooting"

As new citizen of Porto Claro, I come by means of this message to express my sadness and, in a certain way, initial indignation with the Kingdom. It is of extreme difficulty to find precise and up-to-date information on our micronation. I am missing a URL (home-page) that supplies me a complete list of the nhabitants, states and districts, constitution, justice, political formation, URL's of all the newspapers and publications of Porto Claro. Until the moment, I didn't get to discover which are Porto Claro's parties and which are its leaders. I didn't also get to identify all the rulers, be governors, senators or ministers. Porto Claro's List has, slowly, helped me to know our situation better. Even so, same this is of difficult reading and understanding. Another fact that increases my indignation, is what up to now I have just been reading stingy and infantile disputes, changes of accusations, defamations and even chidings. I have the sensation of already to have read the word "process" more than a thousand times just for this week.

Porto Claro, in my opinion, should be a process, but a process of cultural exchange and all the inhabitants' political improvement. Our population should join in the purpose of propitiating everybody intellectual and spiritual growth. Summarizing and containing, in one week I still feel as a "blind man in a shooting" and my experience as citizen didn't still bring me any real benefit. I hope that message is good as reflection for some of you, my fellow citizens. I advance that won't give up of my taskwork as a virtual citizen of that micronation that has full conditions of becoming the most modern and evident between all the existent ones. I will always be to the disposition, in what it goes precise, to transform Porto Claro in a better country. I thank the released attention of heart.

 

Wait until November

The last two issues of Le Bien Public have carried news of the Communists' discontent with the Government of Prime Minister Fabiano Carnevale. While we have endeavored to treat this issue objectively, we cannot overlook the fact that this leaves the Prime Minister with a minority government (7 Senators of 15). The Duke of Aguiar and M. Girardet are pressing for removal of the Prime Minister, as provided in the Constitution, when the coalition collapses. The Constitution also provides, however, for annual elections, which are scheduled for late November. In our view, this should be a wake-up call for the Greens. Sr. Carnevale can either address the concerns of the Communists and the opposition -- or he can hang himself at election time -- but let him stand for re-election as a sitting Prime Minister.
