  1. Legislation and discussion within the Floresters shall be conducted through a Discussion Group to be created by the Acting Speaker. Each thread will represent one bill (projeta de lei). An amendment is a change proposed to a bill.
  2. The Floresters shall elect a Speaker (President). The Speaker will set a three-day range for voting on each bill and amendment, which may be changed if, in the Speaker's opinion, further discussion is required. A bill may be forced to a vote within three days by a vote of three Florestiers. This is known as a cloture motion.
  3. The sponsor of a bill will enter a message into the Florester discussion group, either in the form of a resolution (in matters of a temporary nature: Be it resolved that...) or an act (in matters of a permanent nature: Be it enacted that...). The title of the bill will be given in the Subject: line. The sponsor will ensure that the bill is presented in two of the three official languages of Orange (Portuguese, English, French). The message introducing a new bill shall include the full text of the bill and a section labeled "Comments" in which the sponsor may make introductory comments.
  4. The Speaker shall assign a bill number (ex. R1 for a resolution, PL1 for a law), which shall appear on the subject line of a message within the bill's thread, along with the bill's title, on the Discussion Group; and arrange for its inclusion in the Laranjian Chronicles.
  5. The Chronicles shall report the status of current legislation, including voting dates, the text of each bill, and the texts of decrees, court decisions, and other official actions of the Laranjian Government.
  6. Amendments shall appear within the thread of the bill they are to amend, and are initially presented in the same manner as bills, except that they will be numbered "PL1a", etc.
  7. The speaker will then assign a date as stated in Rule 2.
  8. Voting on bills and amendments will also be by message within the bill's thread, made following the close of debate and prior to the voting dates stated by the Speaker. The Subject line of a vote shall be in the form "PL1: Yes". Possible votes are Yes, No, and Abstain. In the Laranjian Chronicles, the Secretary shall also note those who did not vote as Not Voting. Proxy votes are not permitted.
  9. Following approval by the Floresters, a bill to become law shall be presented to the Secretary-General for approval. The Council of State will have one week to approve or veto the bill, according to Articles 13 and 25 of the Constitution.
  10. A motion to dissolve the Florestiers, also known as a motion of no confidence, shall be in the form "Be it resolved that the Council of Florestiers be dissolved and new elections called..."
  11. Questions for presentation to the Secretary-General shall be presented on Monday for response during that week. The Secretary-General may delegate the response to a Secretary in his Cabinet. These will be presented as separate messages on the Discussion Group.
  12. The Secretary-General will have the same access as the Florestiers to the Discussion Board for the purpose of answering Questions according to Rule 11, but may not vote.
